Last time around, I told everyone to "vote for next election's incumbent whom you will hate and vilify, but vote."
The picture is a tiny bit more complicated than this though. Last year, not only did most Americans not like Congress, they also didn't their own Congressional representative. This time, more than half say they approve of their own Congress(wo)men; it's everyone else's that's the problem. But you don't vote on everyone else's. So at the moment there looks to be much less regime change than last.
