Political Will and African Agriculture
At the African Green Revolution Forum, leaders of countries and Kofi Annan got together to say that we would have a Green Revolution in Africa already if we only had the political will. The article hints at, but does not outright state, that the Real Problem is that African governments have not been free to choose their own policies. Structural adjustment prevented agricultural growth for decades, and "Until African countries shape their own policies, they won’t have a Green Revolution."
